Well I got the boot disk working, and I'm not sure what to do next. Do I need to delete my O/S partition to change it? If so does that require reloading it? I'm ok with reinstalling windows if need be I just want to make sure I don't turn my computer to a brick.

No you do not need to delete anything. Based on your screen shot, here is what you have now:
C 29.30GB
D 97.66GB
E 97.66GB
F 247.16GB
Since this is your first, you might try this:
Boot to the Partition Wizard CD
Right click on the F partition and select "Move/Resize".
Place the mouse on the left slider bar and move it to the right by 60GB
(it does not have to be exactly 60GB, but do as you wish)
Now click OK.
Next right click on the E partition and select "Move/Resize"
Place the mouse in the middle of the bar
You should see an icon, four arrows connected at the middle
Move the E partition all the way to the right
Now click OK.
Next right click on the D partition and select "Move/Resize"
place the mouse in the middle of the bar and move it all the way to the right
Now click OK.
Last right click on the C partition and select "Move/Resize"
Place the mouse on the right slider bar and move it all the way to the right.
Now click apply.
The last step allows you to change your mind before proceeding.
Click "Apply" to complete the changes.
When done your C partition will be close to 90GB which will give Windows 7 the room it needs to function properly.
