Vista not loading some programs!

Hello good intelligent people.I am a newbee in this forum and i have not been using Vista for a long time but hey it is giving me some headache and i really dont know where to turn to so i decided to come here for help.

Everytime i switch on my PC, it loads perfectly well but afterwards there are some pop ups windows which says:
1. Could not load or run 'c:\users\myName\Local' specified in the registry.Make sure the file exists on your computer or remove the reference to it in the registry.when i click on ok, another pop up comes saying.
2. Could not load or run 'setting\application' specified in the registry.Make sure the file exists on your computer or remove the reference to it in the registry.when i click on ok, another pop up comes saying
3.Could not load or run 'Data\asdlfj3\service.exe' specified in the registry.Make sure the file exists on your computer or remove the reference to it in the registry.when i click on ok, another pop up comes saying
4.Windows Defender window pops up saying: application failed to initialize:0x80070006.The handle is invalid
Even if you go to the Accesssories then System Information you get:
Windows cannot find C:\windows\system32\msinfo32.exe.Make sure you typed the name correctly and try again.

The same thing happens when you go to Accessories, then command promt you get windows cannot find c:\windows\system32\cmd.exe.

Please could someone help me on what to do because i have tried to eliminate this problems but they keep coming up.

Try to boot to safe mode. If you can using system restore, go back to before the problems.

Thanks for the response.
I tried the system restoration by going to Cotrol Panel and clicked on System.
then clicked on System Protection, the system properties box pops up but the restore point creation has beed disabled by group policy ( that is what is written when i try to create that restoration point).
My question is : How do i enable the creation point in the group policy?

Your help is highly appreciated and thanks in advance.

I followed the steps but i cannot go through, when i typed in gpedit.msc, i get
Windows cannot find 'gpedit.msc'.Make sure you typed the name correctly, and then try again.

When i typed in regedit.exe nothing happens,meaning there is no window event.

I really dont know what is the problem.Your help will be highly appreciated.
