Hi I am facing a virus problem with my Vistas. every time I start my laptop the machine re-starts afer some time. I also get the message stating that the Windows Defender has been turned off and I am unable to turn it on. Urgent help needed.

See if you are able to download and run the eset online scanner;

If once completed download, installed, run and removals; keep it on the computer for a scan maybe once a month and then install Malwarebytes for everyday use;

It is also possible to run Spywareblaster in the background with Windows Defender and mbam;

and I also run Spybot S&D
