Stuck taskbar

My task bar mysteriously moved to the top of my screen. I know you can right click to "unlock the task bar" and then move it where you want it. But when I right click, I can choose unlock or lock, but then I still cannot move the task bar.

Also the task bar is black. I've never seen it that color before.

Any hints on what is going on? Solution?

Hallo tadd, I am working from memory as the mobo died in my Vista laptop.

You should be able to unlock it as you said, then click & hold down the mouse in an empty part of the task-bar & drag it to where you want (you wont see it drag it will just appear when you release the mouse)

As for the color mine has always been black but i would assume you could change the color through Control Panel then Personalize or right click on your desktop for the same option.
