My HP does not give me an option of system resume after improper shut down due to low battery, it used to come up with that option before...
can some explain why is this not coming up??

Check that there is no change in your power settings.
When you have an improper shutdown, system files can become damaged, and so need to be repaired.
Open a command prompt as administrator and type sfc/scannow press enter and let it scan, if errors are found, you will need to scan again, until clean.
I have changed the battery settings to default. it dint help.
I have run the command *sfc/scannow*, after the scan it shows
"Verification 100% complete.Windows resource protection found corrupt files but was unable to fix some of them.
Details are included in the CBS.Log windir\Logs\CBS\CBS.log"
It means that some of the files still have problems or are corrupt, as Stoney explained. If you have run it only once, run it several more times. It may take more than one run to fix the corruption. In many cases this procedure does not fix the corruption and other measures must be taken.
