how do i format a write protected dvd+rw disc

I have dvd+rw discs that I want to formate, but each time I try to format them, a message appears and it says that they are write-protected. I have windows vista 32-bit. I would prefer free software that fixes this problem but I am open to all suggestions.

As far as I know you do not format. You merely begin to copy over any old data and the computer will prompt you for the next course of action. If necessary it will ask do you want to format.

I've always formatted RW discs when I needed them for something else. And wouldn't Windows not even attempt to copy the new files over the old files unless they were the same name?
