Do you mean to say that it is not working?
If the answer is yes, then follow this:
1. Open the start menu
2. In the search box, type cmd
3. Right click on command prompt and select run as administrator
4. In command prompt, type:
sfc /scannow
Let it run, it should take about 10-15 minutes. This will check the integrity of your system files and will attempt to replace or repair corrupted or missing files.
Repeat this process 3 times (sometimes it isn't fixed on the first time), and if it is still detecting problems ("Integrity Violations"), then let me know and we will try something else.
If the answer is no, then let me know what the problem is in more detail.

I ran the scan 3 times and each time had the same cmd results (see attachment), it might have detected and repaired some problems but System Restore still not functioning plus Automatic backup keep failing (scheduled weekly), and will not backup manually(please see error box attachments)

You may want to try in safe mode. One common problem is that the anti Virus is causing the problem. I have seen several such problems with Symantec.

Just tried it in safe mode and got the same result, I use AVG Anti-Virus free edition and had no problem with that, I think some files at backup and restore center are still missing or corrupt.

For a start, I would recommend that you remove AVG and install MSE and Malwarebytes:
http://www.microsoft.com/security_essentials/
Malwarebytes' Anti-Malware: Malwarebytes
Then reboot and see if the problem remains.

I used them before and there was no joy, I just ran Malwarebytes again and it says

sorry I misunderstood your question, I just checked it and they all seem to be OK, only a couple were disabled by default which according to descriptions had nothing to do with backup and restore center.
