Cannot rename any folder in Vista

This issue just started happening recently. When I try to rename a folder now I do not get any error message and I can move folders fine. When I try to rename It switches back to whatever name the folder was previously. I think this is related to the following error message I have been getting often nowadays when trying to install new programs: The specified path %APPDATA%\ is unavailable. Can anyone offer me some assistance based upon the information provided?
