Not able to open personalized option from Desktop

I am using Vist Home Premium 64 bit.

I am not able to open the Perosnalize option form desktop, which comes when we right click on desktop.

While click on Personalize option, some window open for 1 second and disappear immediately.

Help me out from this problem.

Try typing personalize in search and then clicking on personalize computer. Does the screen work with this alternative method?
