Does this file/folder need to be emptied

i have made steps on how i got to the temp file/folder on the pc , to empty a (temp) file i normally type in in start menu %temp% so im not sure what this one one is i came across

and if it needs to be emptied or not ....

all pictures are here how i got to this file/folder

i press start

computer

double clicked hpc

then i clicked winows folder

clicked temp folder then all files came up does this need to be emptied ??

i have run a cccleaner

what i want to no does this need to be emptied ??? is it a temp folder

as i stated i normally go to start then type %temp% thats how i empty the temp folder

but this is diffrent well its in a diffrent section so , does it need to be emptied or is this something to do with the main programs of pc ??

it is all shown how i got to that part in the pc

Sorry for misunderstanding your question
those files are temporary files yes.. what is the size of the folder.. deleting temporary file is no harm as its only a copy of files.. but temporary files do help as well in a certain way for Example you are using outlook or internet adn reopening a file that you have previously opened this will speedup the opening process as it already have a copy of it in the temporary folder.. if not it will create one which takes a little longer..
As you can see on that folder most of the files are text documents or internet files which is no harm of deleting as they do not have anything to do with windows files or programs..
