Help-multiple issues.

I have a couple of problems that seemed to have started all at the same time. I was viewing a v-bullentin web sight & while downloading photos, my computer locked up and would not respond to any inputs by me. I could not get task manager to come up so, I just turned the thing off. Upon restart, it wanted to do disc check. Upon completion of that it went back to wanted to do disc check again, and again in a loop. Now it does this evey time I start it up. I also get the Norton window popping up with the 3039,1 error which will not repair itself. What now? Is a registry cleaner the answer? I am NOT computer guy, so please keep it LCD for me. Vista Home Premium, HP Compac Presario PC.
