We know nothing about the computer and the explanation of the problem isn't complete enough to even understand what is really happening here. Please remember that one of the points of this forum is to provide solutions to problems that do NOT require sending the computer to a computer repair shop except as a last restort when other options have been tried and exhausted. Here we haven't even tried anything yet and there are many other options with a Vista Disk (or one we can create on another machine or maybe even in Safe Mode) besides a Startup Repair or a system repair/upgrade if that is what you meant (as you'll see when I provide my initial reply shortly).
@Robert1968, I will post some alternative suggestions and quite a few questions shortly - please be patient. It may come to the point where a computer repair shop is warranted (it may even be likely now or shortly), but I do not
believe we are there yet and so give us a chance to offer some other suggestions first. You can always go to the computer repair shop if the suggestions don't work or you decide you prefer that option (despite the fact that it may cost money whereas our suggestions rarely cost anything other than maybe a blank CD or two if that).
Thanks and I'll post back in a while.
