Control Panel has no icons and my Autoplay will not work

HELP ME PLEASE! when i go to start my control panel pops up and it is a white screen with no icons in it.. I really need help or ideas on what happened and if how to obtain it back... also went to import my pictures off my SDS photo card and my autoplay will not pop up and will not work at all... I know i am having issues any suggestion would be greatly appreciated.. thank you all! Oh and by the way I am running Windows Vista Premium Home Edition 64x on a Toshiba Satallite..
