Problem replacing a System32 DLL file

I have tried running as the true "hidden" administrator using 'net user administrator /active:yes' in the command window.

I have tried becoming the owner of the files I am trying to change while administrator.

I've searched everywhere and no one else seems to be having this particular problem. That even though the UAC isn't saying no, but i get a Destination Folder Access Denied error instead.

Pre edit: While writing this post I went back to make sure I had the correct name of the error, so I tried to swap out the file. To my surprise, it worked. I was also able to make the change on two other files as well, but missed a final one and now cannot change them again.

I did nothing different, and nothing has changed.
