I think that it may be a broken association with .exe. If so this will correct the problem. Default File Type Associations - Restore
If that does not work, it may be registry. My advice would be to use system restore from a week before the problem

It might be your computer lagging. Give it some time to cool down. If you can't move your mouse, it probably froze so you should turn off your computer. Hope this helps!!!
