Windows Sidebar error

my computer is giving me a error messages when I log in my name. the windows sidebar will not display. the message reads:

settings.ini is being used by another process. close the other program and then click retry, or click Cancel to exit sidebar.

What does this mean? How can I get my sidebar back. This only does this on my name not the other uses on the computer.

Open taskmanager and make sure sidebar is not not started,if yes kill process sidebar

next go to C:\<your account>\AppData\Local\Microsoft\Windows Sidebar

and delete settings.ini.If it doesn't help delete all 3p gadgets,leave only original
