Unable to update PATH Environment Variable

When I attempt to update the PATH variable in Advanced System Properties, I lose the %WINDIR% variable value and the PATH variable is truncated. I then need to run System Restore to restore the %WINDIR% value. Any idea what may be causing this?
Can the PATH being too long cause this? How do I fix it?
