disable taskbar always on top

I'm making a kiosk with an HP TouchSmart screen/computer. It has Vista Home Premium 64bit installed. The problem is that "always on top" seems to be the default setting for the taskbar. I want to disable that and enable "auto hide" because I don't want users of the kiosk to have access to the taskbar. If I select the taskbar properties and disable "always on top" and enable "auto hide", it works fine. But, when I reboot, "always on top" is enabled again and "auto hide" is shut off. Any idea about how to fix this? I imagine I'll have to edit the settings registry. I found this post for Windows 2000, but I don't know if it will work for Vista. Thanks for any help.

I couldn't use method 1 because there is no Local Group Policy Editor in any of the home editions. Under method 2 the manual way, I can't find the explorer icon in the policies folder. In fact, there is nothing in the policies location. That may be because this is a touch screen computer. It may have a special config of the OS. I'm almost afraid to try the download method. For now I will continue looking for that explorer icon. It does appear that the taskbar is not allowing changes in its properties. Thanks for the help.
