recovery problem

My computer wont boot, it just says disc read error, please press ctrl-alt-del to restart but nothing ever happens. So I purchased recovery disc and it starts to download some files but when they ask me to continue with the installation process in say runtime error, the application has requested termination in an unusual way. Can anybody help me?

I have a compaq presarion desktop and for some reasom my start up option f8 wont appear when i press it, it just has a black screen that says disc read error, please press ctrl+alt-del
