I wanted to post this as a reply to any one of the several threads asking about this question, but they are archived. As such, I'm posting the solution as a new thread. So sorry for the inconvenience the design of the forum is causing. I'm sure the archive system is probably a good thing overall.

Problem: Junk/Spam mail appears in the "Unread Email" tab, often making the user scroll down to see what mail is actually new.
Cause: At some point, the user clicked on at least one spam email in the spam folder. As a seemingly permanent consequence, all new spam mail appears as unread.
Solution: Right click the spam folder >> Synchronization settings >> Never. These aforementioned steps collectively embody a process known as "de-synchronization," which is a transitive verb used in the context of de-synchronization of a folder. Next, right click the spam folder >> mark all as read.

There is a potential adverse reaction with this solution: if an email sent to you is incorrectly mislabeled as spam, you will never see it in windows live. The most convenient workaround is to log into the email via the web and directly browse or search the spam folder. Alternatively, you can right click the spam folder >> Synchronization settings >> Headers only. Then, wait a moment as the headers from the spam folder appear, and click the appropriate message. Don't forget to de-synchronize the spam folder again when you're done!
