CPU only running at 50% maximum frequency

I have had a small performance issue with my computer for awhile and thought I would ask around to see if anybody knew of a true fix for it. Occasionally, my computer will run much slower than usual--dropping from about 30 fps to 10-15 fps in a game I play. When I check the Resource Monitor, I can see that the processor is only running at 50% maximum frequency.

The first thing I did was check my power options. On high performance, my computer is set to have a minimum frequency of 100%, so I can't figure out why this would happen. It seems the only way to get the frequency to jump back to 100% is to change the power options to balanced/power saver, then unplug the machine, then plug it back in and change the power options back to high performance. Once I do this, I have no further problems for the next 2-3 weeks.

While I've grown accustomed to the process, it gets tedious and doesn't always work the first time. Has anybody heard of this happening before? Am I doing something wrong? Is the hardware screwing up? Is the operating system not working right? Are there better forums to post this question in?

Then check for errors that happen at the time of the problem.

The only errors cited for the last 24 hours (the change happened between 11:00 PM Central yesterday and 5:00 PM Central today) were:
1002 Dhcp-Client (4)
7000 Service Control Manager Eventlog Provider (1)
7009 Service Control Manager Eventlog Provider (1)
10005 DistributedCOM (1)

I am a little out of my element now, but none of the descriptions seemed relevant. The 7000/7009 errors involve Windows Search failing to start properly, the 1002 errors involves something with an IP address for the Network Card, and the 10005 error also says something about WSearch service.

I believe I caused the Windows Search errors while shutting down unnecessary services to try to squeeze a little extra performance out.

What game are you playing? Older games only use 1 core, new games use 2, some even use 4 cores.

Next time you game, run a temp monitoring program too. When a system starts to overheat it'll throttle back to cool off.

Interesting. I always play full screen, so I can't keep an eye on the temp while I'm playing. What temperature is generally considered dangerous and could potentially cause that?

For what it's worth, the game is League of Legends.

If you use hwmonitor as you play, it'll log the highest temp reached, so you could run that while gaming, and alt-tab every so often and see the max you've hit.

For a cpu, i like to keep things under 80C at max and even better 70s or lower.

Do you have any manufacture utilities like Acer or sony shipped with the pc. my friend had same problem with his ASUS and it was because of a ultilities overriding the powerplan
