Can't import video from camcorder

I am unable to import video from a mini-DV Canon digital camcorder. I am using a firewall cable but i keep getting this error message "The video device is currently in use...". I do not have any other programs running. I have the latest driver for the camcorder. This is the first time I have tried to import video with this computer running Vista. Any help would be greatly appreciated.

If so follow procedure to find the problem

If it does not work try in safe mode.
