Notify Balloons won't work unless Explorer is killed and restarted

Unlike many, I find the notify balloons of the system tray useful, especially with certain applications I have that make use of them (Winamp, uTorrent, etc).

Anyway, they never work for me. I installed vista many times over and the balloons only work at the early stages of the system, then something is installed or updated and they just stop working.

I have checked all the needed registry settings, tried all the variations of them: and that's not the problem unfortunately.

The thing is, as the title says: when I deliberately kill explorer and restart it, the notify balloons start working!

How so? Why don't they work right from startup then?
What happens when you kill and restart explorer that gets them working?
Any ideas?

UAC notices? No I mean the ballon tips that windows uses to pass messages from the system tray... be it new hardware found or something with the network connection etc.

Sorry about the confusion, but after at least a dozen questions about the UAC controls (most want it turned off), this is my first on the notify balloons. We have one or two others who may be able to help. Have a great New Year. I hope that you find the remedy that you seek.
