Windows Installer Error

Recently my Microsoft Office was trying to go through an automated update, was given an error. I really need that updated.
Today I tried updating Skype, was told that there was an error accessing Windows Installer? I'm assuming that is the issue that was with the Office upgrade, too.

I'm on Vista x86 Home Basic. How can I go about repairing the Windows Installer so these services can continue to receive updates?

Wow, really weird. I just went to check if the service was running and here is what I am seeing: 0kDaWH.png ‹ ScreenSnapr

Any explanation? I know the typical answer is "You have a virus!" but I'm a pretty experienced Windows user and I've only installed one application recently (which does not even run actively), which is Process Lasso. Why are all of these services disabled, yet some show as "started?" No idea what's with that.

OK I understand where you are coming from, but we have to be sure. If we bypass the correct solution, we may never get this solved
Run a full antivirus scan fully updated
Download and run a fully updated, full scan malwarebytes.
Will post more as you conduct the tests.

I do know that
Necessary services are usually labeled SYSTEM, LOCAL SERVICE, or NETWORK SERVICE.
Armed with that information, I would enable all that are labeled as such; giving extra care to those marked network.

Microsoft Security Essentials
Malwarebytes
Windows Firewall
and
Spywareblaster
Their all free, super protection and not many problems, if any.

If you want to use outpost, you must be in an adminstrtor account and have full permissions.
You can, also, try in safe mode, but I suggest that you use the software that I mentioned.
