Help with random pop-ups and a .dll file..

So, my mother's laptop started getting pop-up ads out of nowhere that make the cursor glitch out when you try to move it. The IE explorer would just open up random pop-up ads when it's not even open. So I did a virus scan and afterward when I restarted my computer I got a notification saying that there was some kind of error with C:Users\Owner\AppData\Local\owunejobec.dll.
The thing with that .dll file is that it's quarantined as a high-risk trojan from the previous virus scan and I'm still getting random pop-ups out of nowhere. What is this .dll file exactly?

Help, please?

Sounds like you still have malware.
Download and run a full updated malwarebytes scan.

Edit:That DLL does not come up on a Google search, further proof that it is malware.
The malware needs that DLL to run.
Download Malwarebytes as suggested.

Once you are up and running, use Malwarebytes once a week, for a scan.
