I have bought a laptop with the COA label attached, but it has no HDD or RAM, therefore no recovery facility. What exactly do I need to do to re-install windows using the COA (attached) for this laptop.

buy a HDD and RAM ( does it have a DVD/CD drive )
attach both
have someone allow you to use their OS disk to reinstall using the attached product key ( if that is what a COA is)

I have the key on the bottom of the laptop. So as I have no disk I have to buy a disk and then use the OEM number? Seems expensive if the laptop came with it installed and no CD?! This is my point.
