Trying to format my PC

Hi, I am trying to format my PC but for the life of me I cant get the CD drive to move to the top of the list, all that moves is the black dot. I have done this before but I must have forgotten something basic. I am doing this because a program called System Tools has opened up & wants me to pay to clear it of a viruses & trojans it says I have. It's all BS. Could someone please show where I am going wrong. Hi, Thanks for replying, I had to go out this afternoon to watch my grandson play in a football tournament, when I suddenly remembered what to do. instead of highliting the Boot Priority Setting & then making the CD-ROM drive move to the top of the list, I Highlited the CD-ROM drive instead by being stupid.
