Computer won't shut down (vista home premium 32 bit)

Windows OS: Vista home premium 32 bit.(Japanese)
Drivers: update
Windows: update
Hard disk empty space: Around 75GB
RAM: 4 GB
Problem: computer not shutting down as normally did

Since last windows new update I am facing problem in computer shutting down.

When I want to turn off computer normaly it shows on screen
"SHUTTING DOWN" but no matter I wait 10 or 20 minutes it won't trun off therefore, I got to press Button few seconds to turn it off.

Strangely next time when computer starts it does not start in safe mode screen which is normal if computer is turn off by force. But start as if nothing had happned.

So, is it a serious problem? what should I do?
