Can't open "add or remove user accounts"

Whenever I click on "Add or remove user accounts" in Control Panel, a blank Windows Explorer window pops up and then disappears about 2-3 seconds later. And then nothing else happens.

Just yesterday, my computer would not load my profile settings for my main account. I tried to fix that problem by copying that account's files into another account and deleting the faulty one. Now this new issue has occurred. Is there any way to figure out what's wrong and fix it?

Running Vista Business 32bit.

See if it can be done in safe mode

If none of the above work, try an SFC command to repair any corruption. Run 3 times if errors are found

Yes, I am trying from an administrator account.
Nothing happens when I click on "manage another account"; no window pops up.
I haven't tried Safe Mode yet so that'll probably be my next step.

I had already tried an SFC command and it didn't find any integrity violations.

Steps:
1. Click on start button and on search bar type: "services", without quotes and press enter key.
2. Scroll down on that list and enable the following services by setting them to automatic mode:
-remote procedure call (RPC)
-application information
-user profile service
3. Restart your machine.

To set the above services to automatic
-right click on above mentioned services and select properties
-on general tab, locate "startup type" and set it to automatic
-click apply or ok

Sometimes a repair install is the best way to go; saves time in the long run.
