Says 'must restart' every time boots up

everytime I 'turn on' computer it gives a window saying 'computer must be restarted to save changes'.
I clicked 'yes' about 20 times, but it still comes up everytime.

this is ongoing issue for several months. I have taken to just clicking 'no' and going about my business.

but I would like to properly resolve the issue if possible.
