Taskbar problem

When right clicking the taskbar and selecting properties I get an error popup
saying: "This operation has been cancelled due to restrictions in effect on this computer.Please contact your system administrator."

I have downloaded a theme but it wasn't working so i deleted! After this the above is happening.

Please Help Me :(

That would probably fix it. What program was the theme for? And it sounds more like an administrator disabled your ability to change computer settings. Do you have an administrator account?
