Shields over Icons - how to disable

I have had Vista 64bit Home Premium for over 2 years. I have kept UAC disabled but today I turned it on for a bit. However I decided to turn it off again. After I restarted I suddenly have shield icons over many shortcuts for programs. I never had this before.

How do I disable the shield icons on all of my programs and automatically disable them for any future programs I might install? Thanks in advance.

For a starter, do a system restore. Pick a date that is 2 or 3 days ago as your restore point.

Thanks for the reply. I don't have a restore point (as viruses tend to hide in there).

Considering this what should my next step be?

Welcome
First, do not be afraid of System Restore, it is your friend and will help you. Virus do not hide there. If you have a virus make a restore point and then use that point it will return. Virus cannot enter a good point already made.
That being said
Make a full anti virus scan download and make a full scan with malwarebytes.
If they are all negative
See if permissions have changed.

Should I still create a current restore point before taking any others steps?

In addition to Virus Scan, do a scan with malwarebytes. Many have been very surprised by the results.
Yes, make a restore point they are necessary.
But only after you do malwarebytes to be sure you are clean

Run the malwarebytes, first and foremost.
Nothing else will help if you have virus in your computer .... short of reinstall Windows.

The issue isn't over a virus (my system scanned clean with Mbam, Spybot, Avira, and ESET). For whatever reason there is a shield over many icons now where as before there where no such icons.

I am not even sure what they mean or do, but I would like to disable them even if they are atheistic only. The only thing I did was enable/disable UAC. Right now it is disabled, as it has been for over two years. I've restarted my PC many times since getting this issue.

Okay, viruses CAN hide in a restore point.

If its in the regestry and you make a restore point, when you go back to that point, you'll bring the virus back.

Thery mean you're going to have to allow them, UAC locked down, but if you've disabled it, they shouldnt be an issue.

The icons just left over from the turning it on.

Method 2 did not work for me. I tried to manually edit the registry as in Method 3, but my registry already had that entry. This is how my registry looks:

I still have the security tabs after two restarts. What does this mean and what can I do to remove them?

I am still confused how to do Method 1. Can someone explain this better?

The shields mean you need to OK the running of those programs with UAC and you shouldn't worry about them
