Programs can't browse computer

Okay. I have a Dell Inspiron 1525 that has had the same Windows Vista Home Basic that it came factory-installed with since roughly September of 2008. However, I recently had to do a clean install of Vista because of some problems concerning random BSOD's and other maladies.

The reinstall has worked fine so far. No BSOD's since the reinstall, Safe Mode is working okay, and the system is generally functioning okay. However there is one problem that is threatening to impede functionality.

Programs like iTunes and Firefox installed okay, and in general work fine, except for one problem; when I go to Open or Save As, nothing happens. The programs don't crash and I haven't seen any error messages, but the windows where I can browse folders and find files to open, locations to save never appears. What can I do to fix this, if anything?

When did you do the factory restore or was it a system restore...

Do you have the full version of your os or a set of system recovery disk's.

When was the last time you ran a full updated scan using your system AV...

Do you have malwarebytes installed on your system if not I recommend downloading there free version it picks up things that a lot of anti-virus does not here is that link. Malwarebytes : Free anti-malware, anti-virus and spyware removal download

Did system restore last night.

Set of System Recovery discs.

MBAM is on my computer and fully functional.

Paint and Notepad can save and open files just fine, so I'm assuming that the problem is the result of some screwy security setting or registry than malware.

or at least I hope I don't need to reinstall the OS AGAIN. That was an ordeal I wouldn't wish on my worst enemy.

Suggestions :

1. Try Internet Explorer > make it the default > can you browse to the desired folder with IE ?

2. Create another user account exactly same as the one you are now using ( assuming it would be an admin acct.) > see if the same problem persists.

None of those things fixed the problem.

I should re-emphasize that every other single solitary aspect about this OS is working 99% fine. Programs start, safe mode works like a charm, I haven't gotten a single BSOD since the re-install, MBAM comes up clean. IT's just this one thing that's giving me problems, and it's a biggie.
