Ok first of all, how do you know it's slowing down your computer? Anyway, the recovery partition is used in case you need to restore your computer to factory settings, or do other repair activities. Chances are your computer didn't come with any repair discs if you have this, so that partition is used instead. YOU SHOULD NOT MESS WITH IT! It's highly unlikely that the recovery partition is causing any problems with your computer, and even less likely that it's slowing it down. Again, this partition is used for your computer in case you need to reinstall (or repair) Windows. If you mess with it and have a big computer problem down the line, you may be forced to go out and buy a new OS to replace/repair it. Which wouldn't be fun. Plus, the recovery partition shouldn't be very big (mine is about 14 GB out of 300) so you won't be reclaiming very much space by deleting it.
