vista wont run setup/ no disc

my computer wont startup. is goes to the screen that says to either start as normal or launch startup repair, when i try either one it just carrys on for about a minute and then goes back to the same page. i have tried going in through safe mode and that takes me back to that page aswell. every search i have done have said to run the computer from the vista installation disc but i do not have it as i bought the laptop off somebody else and dont know what to do. can somebody help me get into my laptop and help me fix this? thank you.

by going into F8 and ran repair computer from there, but it has been on the same screen for 25 minutes with just MICROSOFT CORPORATION on it.

If you cannot you have a hardware problem, must bring the computer in
If you can back up and then contact the company for the install DVD, for cost.
Or
I would just back up buy Seven Upgrade for about $125.00.
Regardless what others say, you cannot legally use the OEM, unless you resell the computer, although it is cheaper.
