"explorer.exe" process using 75-100% CPU all the time?

Hi, I'm having this problem with several work computers running Vista Profession x32, the process "explorer.exe" often uses 75-100% CPU for no good reason at all. the computer could be on idle (nothing running, no windows open) and explorer is just chugging all the CPU time. at least it doesn't hog all the RAM too.

This is a problem because most of the work computer has either 1 or 2 core CPUs, with explorer using up all the CPU time if the user needs to open something like MS Word it would take forever.

The computers uses NOD32 AV, Dropbox (boss says its better than a server), has MS Office 2010 installed, generally running Outlook in the background, and occasionally whatever other programs the user needs. nothing heavy.

The only solutions that work is A) restart computer, or B) kill the process and start new task "explorer.exe". I don't think that's a real solution to the problem tho.

Any suggestions for a real fix is welcome.

Lets start and the beginning
Run a full anti virus scan
Download and make a full scan with malwarebytes. Be sure that both are full scans and updated first.
If negative take this memory test.

If negative bring up your task manager and show us CPU and the memory usage (performance tab).
