error when installing vista/7

so i have 3 copies of vista (2 burned iso files and 1 genuine windows disk legal vista code) and 4 copies of 7 (all burned iso disks with a legal code) and no matter what disk i use vista or 7 i get an error when trying to install. (my computer crashed i asked my dad for help and he said it needs to be redone. he reformatted the hdd and now i get this error)

the error comes up when its "expanding windows files" and it says "windows cannot install required files. the file may be corrupt or missing. make sure all files required for installation are available, and restart the installation. error code 0x80070017"

ive tried different iso files, different dvds, 1x write speed, different burning programs, i even tried burning the iso file using different computer with no changes.

whats weird to me is that the actual windows disk comes up with the error, which defiantly makes me believe that its a problem with the computer (i tried the windows disk last i borrowed if from a friend today)

does anybody have any idea on how i can fix this?

btw its a dell inspiron 1525 1tb wd hdd 4 gb ram intel duel core processor... if you need any other info just let me know, i really want my computer back.
