I can't change the color of windows?

I've had this problem for a long time but didn't know how to fix it. I don't have to option to change the colors of windows anymore . Like I cant change the taskbar color or anything. I have vista home premium if that helps.

Should be in Control Panel,(classic view) Personalization,Window colour and appearance, and for more control then click open classic appearance properties for more colour options

Are you using an Aero theme? If not, then you will not see the Window Color and Appearance window.

I don't have the option for the theme. I have windows vista basic but nothing involving Aero.

Double check the items in the yello TIP box at the top of the tutorial below to see if either one of them may be the reason why Aero is not available.
