You mentioned trying to access the Disk Clean-up tool via the Programs shortcut menu. However, it may be that the program is still there but somehow the shortcut for it was corrupted. If so, then try this:

Double-click on your "Computer" icon on the desktop, or Open up Windows Explorer and navigate down to "Computer". When you see the list of hard drives right-mouse click on the drive you want to clean up, then select the "Properties" pop-up menu item. From there in the General tab you'll see some information with a "Disk Cleanup" button on the lower right. Click that. It should launch the cleaner for you.

If nothing happens or you get an error, then for some peculiar reason that program has either been lost or corrupted (which would explain why it's not showing up properly in your System Tools program group). Or last but not least, you're logged in as a restricted user and need to be on as Administrator to run this. If this doesn't solve the problem, then copy the file as instructed by Lottiemansion.
