Windows Installer (again)

I am having problems with Installer, I'm getting the dreaded 'Cannot access Installer' box. Problem is, due to a move of home, I cannot find a startup disk. I have tried Restoring, but I do not have any restore points which helped the problem. :sick:
My rig is a Dell Inspiron 1545 with Intel Core 2 Duo CPU
T5800 @2.00GHz
3.00 GB RAM
32-bit OS
Vista Home Premium

So, I appear to have no means of repairing Installer. If I download Installer 4.5 would I need a working Installer to install it???
I am not very technical, so please keep reply in plain English!! :confused:

Thanks for that, followed the instructions, but the application which first 'told' me I had a problem with Installer has now frozen, and I cannot try Installer using that.
The app in question is Calibre, which is an ebook management programme, having regular updates which obviously need installing, and this is why I first saw that I had a problem.
I assume I now have to use my latest Restore point to sort this problem out?
