Help needed? Turn off hotkeys?

Okay, so basically my computer kept playing up and being annoying to the point that I could not use it, hence why I am writing this on my phone.
If I clicked l, it would lock my computer, if I clicked 2 it would minimise the window ect.
So, I google it on my phone and turned the mouse down to a heavier level. No difference. I checked if it was a virus, so I ran northern security scan and it has no threat, so it's not a virus. I then followed the instructions on http://www.vistax64.com/tutorials/77881-windows-hotkeys.html
The only difference it has made, is that the keyboard shortcuts are not activated but the keys still don't work. I have tried plugging in a USB keyboard, using that and no difference.
However, the thing is, when I start up my laptop the keys usually work perfectly, untill 5 minutes into me simply on the laptop when they just stop working and opening shortcuts.
I have a dell, and I have windows vista home premium edition. Please help.

D I hate to comment twice in a row, but I just thought I might addy when I click the shift key whilst trying to use the key I want, it works. Only whilst I'm holding the shift key down at the same time though.

I know you said you checked for a virus but:
Download, update and run a full scan with Malwarebytes.

Run a full scan with eset.

Your keyboard is being remapped, but lets try to find out why.

If not a virus, go back with system restore to before the problem. If that works, stay away from reg cleaners, reg defraggers and any software that will to all your tune ups.
