is it safe to delete C:\Users\Public? at the rate im losing space ill have only have 1 GB of space in december.

Lets not do this piecemeal. Download ccleaner and you will remove all the crap at once. The first c actually stands for crap.

I would, also, invest in a chep external hard drive and put all excess files etc. there.
You can, also, use ccleaner to remove all but the most current system restore point and save a lot of space.
Before removing System Restore points, be sure you are satisfied the way your computer works.

i freed up 15 GB of space.
13 from restore points,
and 2 from disk cleanup.
