Can't get Windows Vista to Start after power failiure

Due to sudden power loss VISTA did not close normally, when power was back, Windows VISTA tried to start but then again there was another power loss. On the 3rd time Windows VISTA started but never got to the dialogue where I can type my password. I get a blank after the Microsoft progress logo appears for few seconds.
I went to recovery and recovered to 1 week past version. The same thing happens. I went to recovery and did a disk check. Few files were fixed during chckdisk but when Vista restarted, the same thing happened and it did not get to the logon dialogue where I can enter the password and get to the desktop. I did go to the DOS command line and I can see my files. I need to be able to operate the system normally without having to re-install Windows again specially that my PC has no DVD/CD of the OS as VISTA came built in. Note that this happened to me before, but I had to install VISTA and all software from scratch, which I am trying to avoid now. Thank you very much.

We can perform few troubleshooting steps to isolate the issue:

Thank you very much for your detailed reply. I get the same blank screen when I attempt to go in Safe Mode. I tried to do a restore, the restore worked but when I boot I get the same results - Thanks again.

Filling this out, at least partially, will save a lot of time. Another advantage is when posting a new problem, the person answering can just click the My System Specs link in the bottom of your post. No need to search for the information.

If you have multiple systems just indicate that in the System Specs so that we know why many of the fields are blank.

If I can chip in my $.02 I would advise you to get some kind of UPS. Most of the time when you get a power glitch it lasts less than a couple of seconds. You really only need one that can keep your system running for 5 minutes at your power consumption level. That's enough time to shut down if the power stays out. In the cases where the power comes right back within a couple of seconds, it keeps the glitch from scrambling your files.

If possible I would get it before getting too involved in the restore process. If you end up having to install or doing a repair install(assuming somebody can download an image of the OS legally for you) it would be a big bummer to get half way done and get yet another power glitch. I would search the discount stores. Even a cheap UPS is better than no UPS.

Maybe a bit late now, but when you get this resolved. Once a week make an image of your hard drive with the free Macrium Reflect. If the problem ever occurs again, you can reinstall in 10 minutes and you do not have to reinstall anything.
You may have to reinstall this time, but never again.
If there is a hardware problem it is your hard drive and it will have to be replaced.
If it is software it is with the boot partition.

If issue persists, run the built-in diagnostics provided by the manufacturer to check if the hardware is working fine.

sfc /scannow is why I mentioned getting an OS image disc. He doesn't have one. He needs to download a Vista iso and burn it(or a friend has to do it for him.)

It might have been as simple as removing the CMOS battery for a few minutes and then reinserting it. Sounds like the POST got screwed up.

I shall hope that you are not going to expose yourself like this again.

1. Make frequent images as Rich suggested and you will be back in business in 15 minutes. This is an imaging tutorial that works the same in Vista: Imaging with free Macrium - Windows 7 Forums

2. Since you seem to have frequent power failures, get a power backup device. Next power failure may burn your mobo. For around $70 you can get a viable unit - e.g. this one: APC Back UPS ES 550 Battery Backup BE550G 550VA330 Watt by Office Depot
