How do I delete or limit usn journal size

Hey guys so I've been running my vista x64 Ultimate SP2 machine for about almost 2 years now. I think I started off with about 19-25 GB of free space(58.5 GB Total). I haven't installed too many applications on the root partition since I install most programs on the secondary partition unless it's like an antivirus/internet browser/defragger or stuff like that.

I've been wondering for a while now why I was down to 10 GB of space or less. I figured it was system restore but even with that I only had about 10 GB of space. With the system restore eating more space maybe once a month I'll get a low disk warning because I'll have something like less than 500 mb of free space. Eventually windows deletes some system restore entries.

Today I was defragging the root partition and noticed a chunk of red fragmented stuff not defragmented. As I examined it, it was C:\$Extend\$UsnJrnl:$J:$DATA and the size of it is a whopping 11.3 GB.

I thought usn jrnl would only use about 1 or 2 gig not over 10 GB.

Is there a way to delete it or limit the size? If so is it safe to do so?
