Device Manager problem

I am up to date (to July 24, 2013) with all service packs,etc. with Vista Home Premium.
I have an intermittent problem with executing Device Manager.
Sometimes or quite often it is slow in opening.
Sometimes I get a message about it not responding.
All times it eventually opens.

I have searched for a solution to no avail.

Help is appreciated.

Does it happen with any other applications?

Thanks for your kind assistance.
I haven't done a test to see if it does it in Safe Mode.

I have been fiddling with it this afternoon and it is not doing it now.

The only other applications that I use really are Firefox, and it has a freezing problem related to one add-on I need to use often. 99% of my computer time is on the internet, the other 1% is fixing Vista quirks.

Sometimes opening Windows Explorer is slow.
