why cant i open downloads?

I would really appreciate some help, whenever i download anything, it goes to windows download page, asks if i want to open or save, whatever i choose, the reaction is the same, i click on open, the page flickers, and the item appears still on the download page, but duplicated, ie, i now have two identical downloads. The more times i click, the process just repeats itself, i end up with numerous downloads of the same item, all unopened. If i click save, it saves, but when i then click on the saved item, it just goes back to the download page, and the process starts all over again!!

A virus may not be the cause this time, but is a common cause
Run a full anti virus scan
If you already have malwarebytes, run a full scan.

Does this happen to other downloads or just one in particular?

If you can, can you provide a screenshot of the issue so we can better understand what is going on.

Also, what web browser are you using? (IE, Google Chrome... etc)

Hi Josh, Thanks for replying, i cannot access the windows download page to provide a screenshot unless i am actually downloading.
It does not happen with all down loads, PDF is fine as it automatically opens in adobe reader. I am using internet explorer. When i down load, the file goes to the windows download page, and gives a choice of opening or saving. It does not matter which i choose, when i click the selected box, the page flickers as if going to open, but returns to the same page, with the subject still unopened, but now duplicated. The download page is now full of downloads, all the same, all unopened. I have ran Malwarebytes, all clear. I have turned of my firewall incase that was preventing the download, again, made no difference. I hope this information helps, thanks again. Peteg.

Hmmm.... Can you click Start> {Username}

And then click on the downloads folder. Can you tell us what is inside? Are there duplicates? Are you able open one of them?

Please replace {username} with the name of the account that you are currently logged into.

I have followed your instructions, and found the download page under " owner " none of the downloads on the download page were there, only old ones, some i could open but the majority, when clicked on , took me back to the same download page giving me the choice to open, or save again. when i click on the open option, it briefly says it is "security scanning" the page flickers, then returns to original, this is why i thought it might be a firewall preventing the download opening, but makes no difference if firewall is on or off!!
