Cannot add folder, security problem?

Hi there. I'm having a problem with folders and it would be great if you guys could help.
Recently I've been using an online render farm for a 3D software, there was a problem with folders related to it and when I tried to delete them nothing happened. I went into proprieties then into security and I changed and removed some groups and usernames and added permissions for the folders. I was then able to delete those shared folders.

Now when I try to add a folder on the desktop there is a "permission" sign on the folder icon and when I click on it, it says I need permission to use it, then when I press continue it says I need permission to perform the action and that sign keeps showing up when I press try again. I can't even move photos onto the desktop. I've attached some photos. How can I fix this? I'm using Windows Vista.

I talked to windows support and they said to system restore. I tried doing that but when it reboots it says an error occurred and nothing has changed.

I'm using running Microsoft® Windows Vista™ Home Premium. Version: 6.0.6002 Service Pack 2 Build 6002. On a 2006 HP Pavilion dv6000.
