Try using the Save option to "Save As" to wherever you choose, the desktop of another folder of your choice. Give it time to download, your browser should indicate that if you care to look at downloads, then right-click it and go to Properties and click Unblock (if it shows that). The file should then work.
Alternatively try another browser.
Also check your security software isn't "filtering" downloads by quarantining them.
I trust that this is Vista SP2 with all updates including the latest IE version, which is IE9 for Vista?

Both problems may be related, especially if caused by a virus. Run a full antivirus scan. If you have Malwarebytes run a scan.

In regards to the slowdown, have you run a defrag in a while?

Also, go to Start, Programs, Accessories, System Tools, Disk Cleanup. Run it. When it tells you how much space it can save, check the boxes for "temporary files" and "empty Recycle Bin". Let it run and reboot.

You should do the disk cleanup before doing a defrag. Also, you might want to set Vista to automatically defrag on a schedule. I have it set to defrag once a week.
