Why does my mouse movements behave & feel like this?

When I'm trying to move an image around in Paint very finely within a few pixels distance, it's always hard to get it perfect unless I zoom right in.

If I move the mouse slightly a lot of times it isn't enough to register & the image wont move, yet the slightest more effort & the image moves to far by a few pixels.

Is this a mouse only issue setting or lack of frame rate?

I would think the zoom is the natural way to go to move things a few pixels. However, go to Control Panel, Mouse. In the Point Options, check the box to Enhance Pointer Precision. Does that help?
