Virtual Machine on Vista or W7

Just read up this, but still am confused. I read Vista is not supported for virtual mode but you can run it.
My question is, is virtual machine free to use, or do you still need to have the o/s itself.
Instead of a dual boot, can you have a virtual machine W7 running on a Ubuntu setup, and still be able to use programs on Ubuntu and W7?

I have some other questions on this too, but I will ask them a bit later.
